A nine-year elementary education program has been in effect in Taiwan since 1968. Under this program, nearly 100% of Taiwan's children begin their education at the age of six and 99% of all primary school graduates go on to junior high school. Total students of all levels number more than 5 million (about 26% of the population). Because Chinese have traditionally placed a high priority on education, competition for higher learning is fierce. Progress through the senior high school and college systems requires passing strict examinations.
